On October 7, 2019, Xcel Energy was approved to offer a Residential EV Subscription Service Pilot Program where utility customers can pay a monthly subscription for EV charging service. Off-peak charging rates are set at a predetermined flat rate and peak charging is billed separately after a 34kWh monthly cap is reached. This program is designed to complement the Residential EV Service Pilot approved in M-17-817 to further address cost barriers residential customers face when investing in charging equipment. The utility hopes the simplicity of this new program will encourage EV adoption. This filing covers Xcel’s Residential EV Subscription Service Pilot Program included in the broader EV initiatives filed in October 2018 under M-18-643. On September 28, 2020, the program was modified to include 150 participants (up from 100) more customers and was extended for an additional year to accommodate for low participation resulting from COVID-19.
