On September 23, 2020, The NJ Board of Public Utilities (NJ BPU) established its Straw Proposal on Electric Vehicle Infrastructure Build Out. The Straw Proposal establishes minimum filing requirements for utility filings regarding light-duty, publicly-accessible EV charging infrastructure. The Straw Proposal requires utilities to file EV programs that meet the minimum requirements specified in the Straw Proposal by February 28, 2021. The Straw Proposal limits utility ownership of charging stations to “areas of Last Resort” which are defined, in part, based on minimum amounts of time during which an area receives no interest from private charging owners. There will be a second straw proposal in FY2021 to address medium and heavy duty vehicles.
